Moody's Upgrades The Rockland County Solid Waste Management Authority

Chairman Howard T. Phillips Jr. announced today that the Rockland County Solid Waste Management Authority received an Aa3 rating from Moody’s Investors Service and a AA/Stable rating from S&P Global Ratings (S&P). The Aa3 rating from Moody’s represents an upgrade for the Authority from the previous A1 rating.

This upgrade and rating comes in advance of the Authority’s expected refunding of their 2008A General Obligation bond series this Fall.  This refunding is expected to save the Authority approximately $1.3 - $1.5 million over the next ten years.

In their upgrade, Moody’s cited the Authority’s solid financial position with strong and improving liquidity and solid debt service coverage, while also praising the Authority’s strong leadership and management.  S&P cited the Authority’s very strong enterprise and financial risk profiles in their assessment.

“The ratings increase illustrates the Authority’s commitment to saving taxpayer money while preserving the environment.” Phillips said. 

“I would like to thank the staff for continually improving efficiencies so that the Authority can reduce expenses without impacting the delivery of services to the residents.” added Executive Director Anna Roppolo.
